Three cities of refuge in Canaan complement the three in Transjordan for those who kill accidentally, with provision for additional cities as territory expands. Intentional murderers are not protected; the blood avenger may extract them from the refuge city. Ancient boundary markers must not be moved, single witness testimony is insufficient for conviction, and false witnesses receive the punishment they sought to inflict on the accused.
