Paul establishes prophecy's superiority over tongues in the assembly because prophecy edifies the church while uninterpreted tongues edify only the speaker and appear as madness to outsiders. He provides regulations for orderly worship: two or three prophets or tongue-speakers at most, with interpretation required, women to keep silence in the churches, and all things done decently and in order, while affirming that he speaks in tongues more than all yet prefers five intelligible words to ten thousand in an unknown tongue.
