Up and down arrows move from one verse to the next.

1Brothers and sisters, my heart's desire and my prayer to God for Israel is that they may be saved.

2I can say this about them: they are eager for God, but their eagerness is not based on knowledge.

3They did not know God's righteousness. They tried to set up a righteousness of their own. So they did not submit to the righteousness of God.

4For Christ is the end of the law, so that righteousness comes to everyone who believes.

5Moses describes the righteousness that comes from the law: "The man who does those things shall live by them."

6But the righteousness that comes from faith speaks like this: "Do not say in your heart, Who will go up into heaven?" (that is, to bring Christ down from above)

7"Or, Who will go down into the deep?" (that is, to bring Christ up again from the dead)

8But what does it say? "The word is near you, in your mouth and in your heart." That is the word of faith, which we preach.

9If you confess with your mouth that Jesus is Lord, and believe in your heart that God has raised him from the dead, you will be saved.

10For with the heart a person believes, and so has righteousness; and with the mouth confession is made, and so comes salvation.

11For the scripture says, "Whoever believes in him will not be ashamed."

12There is no difference between the Jew and the Greek. The same Lord is Lord of all, and he is rich toward all who call on him.

13For whoever calls on the name of the Lord will be saved.

14But how can they call on him if they have not believed in him? And how can they believe in him if they have not heard of him? And how can they hear without someone to preach?

15And how can they preach unless they are sent? As it is written, "How beautiful are the feet of those who preach the gospel of peace, and bring good news of good things."

16But not all of them have obeyed the gospel. For Isaiah says, "Lord, who has believed our report?"

17So then faith comes by hearing, and hearing comes by the word of God.

18But I ask, have they not heard? Yes, truly, "their sound went out into all the earth, and their words to the ends of the world."

19But I ask, did Israel not know? First Moses says, "I will make you jealous by those who are not a people, and by a foolish nation I will make you angry."

20And Isaiah is very bold, and says, "I was found by those who did not look for me. I showed myself to those who did not ask for me."

21But about Israel he says, "All day long I have stretched out my hands to a people who disobey and talk back."

Explanation

Romans 10

In short

Paul addresses a painful problem: the Jewish people are genuinely devoted to God, but they are pursuing righteousness through obedience to the law rather than through faith in Christ. He explains that salvation comes through a simple act, believing in and confessing Christ, and this path is open to everyone equally. Yet many in Israel have not obeyed this message, even though God has made it available to them.

Context

Paul is writing to the church at Rome about God's plan of salvation. He has just finished explaining how faith in Christ brings righteousness to both Jews and Gentiles. Now he turns to Israel's situation: the nation has heard God's message but largely refused it. Paul speaks with deep concern, as someone who cares personally about his own people.

What the text says

Verses 1-3 open with Paul's heartfelt desire for Israel's salvation. He acknowledges they have zeal for God but lack proper understanding; they are trying to establish their own righteousness instead of accepting God's righteousness.

Verses 4-8 set up a contrast. Christ is the culmination of the law's purpose (verse 4). The law demanded that those who kept it would live (verse 5), but the righteousness that comes through faith works differently: it does not require you to bring Christ down from heaven or up from the dead (verses 6-7). Instead, salvation is near, accessible through "the word of faith" (verse 8).

Verses 9-11 state the core requirement: confess Jesus as Lord and believe God raised him, and you will be saved (verse 9). Belief and confession together bring both righteousness and salvation (verse 10).

Verses 12-13 announce that there is no distinction between Jew and Greek in this; all who call on the Lord's name are saved.

Verses 14-17 establish that salvation requires a chain: calling requires believing, believing requires hearing, hearing requires a preacher, and preachers must be sent (verses 14-15). Faith comes by hearing God's word (verse 17).

Verses 18-21 address Israel's responsibility. Paul asks whether Israel truly did not hear (verse 18). He then quotes scripture showing that God offered himself to those who did not seek him (verses 19-20), but Israel has been disobedient (verse 21).

Takeaways

  • Righteousness comes not from keeping rules but from trusting Christ and speaking that trust aloud.
  • Salvation is equally accessible to all people through the same simple action: calling on the Lord.
  • The message of salvation depends on others preaching it, yet hearing does not guarantee obedience.
